§ 104.01 MUNICIPAL SERVICE FEES AND CHARGES ESTABLISHED.

The City Council does hereby establish fix and levy the following municipal service fees and charges, to be exacted upon and paid by persons, firms, corporations, others, and any entities so receiving, provided, or benefiting from emergency or emergency response services rendered or provided by the City of Williamstown, Kentucky outside its incorporated areas and for fire and emergency services and on Interstate 75 as follows in this chapter.

§ 104.02 FEE SCHEDULE.

The City Council does hereby establish the following schedule of charges related to fire and emergency services outside the City’s incorporated areas and on Interstate 75, effective with passage of Ordinance 2007-18.

(A) Motor vehicle accident responses.

(1) Extrication fee - a flat fee is to be charged $350.00

(2) Assist EMS in patient care - A fee $50.00 each shall be charged per person when one-half hour assisting the EMS crew with patient or fractional care or transport to the hospital. part thereof

(B) Scene, materials and hazardous materials responses:

(1) General scene clean-up - excluding $100.00 hazardous materials spills, a flat fee shall be charged for general scene clean-up of debris from the scene area/roadway.

(2) Moderate hazardous materials scene $200.00 responses - A flat fee shall be charged for moderate hazardous materials responses under the state reportable quantity limit for the product, which includes up to five (5) bags of absorbent. Additional bags of absorbent shall be billed separately.

(3) Major hazardous material scene responses - An initial fee shall be charged for hazardous materials responses at or above the state reportable quantity limit for the product, which includes up to five (5) bags of absorbent. Plus the following charges for materials, equipment and personnel:

(a) Absorbent in excess of five (5) bags

(b) Vehicle and equipment $75.00 per hour or fractional part thereof

(c) Personnel at the rate per person $50.00 per hour or fractional part thereof

(C) Motor vehicle fires. For vehicle fire responses and suppressions, the following fees shall be charged for equipment and personnel:

(1) Engine unit $300.00

(2) Aerial unit $400.00

(3) Medium duty rescue $150.00

(4) Heavy rescue $200.00

(5) Personnel, per person at $75.00 per hour or fractional part thereof

(D) Structure fires.

(1) Residential structure fires, flat fee $500.00

(2) Nonresidential structure fires, flat fee $1,000.00

(E) Other direct, ancillary or miscellaneous response expenses.

(1) Incident report (NFIRS) $20.00

(2) Traffic control service $25.00 each one-half hour or fractional part thereof

(3) Each bag of absorbent material used $25.00

(4) False alarm responses. A fee shall be $350.00 charged for a fourth or any subsequent false alarm run or response made to the same building, site or address within any 30-day-period.

(5) Personal protective equipment. If in the event of performing the duties in the mitigation of an emergency incident, any personal protective equipment becomes damaged beyond repair, then the replacement cost of the equipment will be charged at its current state-pricing list with the items and models of same being illustrative:

(a) Coat (Morning Pride LTO) $810.80

(b) Pants (Morning Pride LTO) $512.70

(c) Boots (Warrington Pro 5000) $216.85

(d) Hoods (Fire Dex H37PSNB) $25.20

(e) Gloves (Shelby 5223) $31.50

(f) Helmet (Morning Pride Ben 2) $197.00

§ 104.03 ADMINISTRATION AND COLLECTIONS.

All billings and bill collections shall be administered and carried out through the Williamstown City Clerk’s office and said monies collected and/or paid shall be deposited in the General Fund of the City of Williamstown, Kentucky under this chapter.
